Most municipalities stipulate before they issue building permits all designs to comply with Green codes such as Energy star homes, LEED , Green Globs and most common are the energy star and Leed at least 40% of your consumption is due to residential
We must start building healthy homes .In the civilized world they encourage
this by . Your government start as follows
PUT heavy Taxes on all electrical, mechanical fixtures ...etc which does not comply with energy star i.e saving energy .Less Taxes on all energy star compliance equipment and fixtures, as you mentioned light fixtures , low flow water fixtures such as Taps, or even have collection rain water for re use of course in specific healthy manner .... .What I suggest that your ministry , with Customs, Ministry of health, i, works,..., municipalities....engineering consultants ...etc form a committee to come up with with an urgent plan to implement all these simple ideas in the short term while we work on long term plans.
Another good idea is form renewable power from winds , solar companies and they feed the gird .Example all government buildings or facilities buy these green power from these companies so if our government consumption say 10% of over all power , then we have 10% green power fed in the national grid ...hence with 10 years we can replace most of traditional energy to green one.

One important in saving energy and millions is to improve government services i.e our government must act as a service provider like any other private business and this require a plan and special committee for this purpose.Example, by asking a person to go from one city to another city to finish his paper work , this is nothing but a drain to the national budget .Suppose we have twenty thousands citizens spend three hours daily to follow up on their paper work
to complete any service required , this means we have lost 60,000 hours of productivity loss daily and if each hour is worth 3 jd then our total loss yearly 65 millions direct .Then you can add up roads maintenance , spare parts , fuel ..etc. We loose in Jordan at least 300 to 400 millions of the poor standard of our national service provider i.e our government .
In the civilized world one or two services where you need to go by person , otherwise it is all done on line .Our service provider gets loans or aids in hundreds of millions every year and they should use some of this money to enhance your services.

شو رايك أني أنا أذكرك كل يوم بالمبالغ التي ينفقها الشعب على حكومتك الرشيدة؟
كفاكم استخفافا بعقول هذا الشعب فبرميل النفط الذي يتراوح سعره بين 85-100 دولار يباع للمواطن بسبع أضعاف الثمن هذا على فرض أن الحكومة لا تستورد إلا خام برنت. إلى متى ستبقى ندفع ثمن بنزين السيارات الفارهة التي تركبونها وسيارات النمر الحمراء التي تجوب الشوارع ليل نهار بلا حسيب أو رقيب ودوريات الشرطة التي تحتاج كل واحدة منها إلى محطة محروقات. لماذا هذا الإصرار على مص دم المواطنين والسير في البلد نحو الهاوية!!!!!!
