I agree with you regarding representations , but we need to look at the following . These areas of highly dense populated areas we know that they have multiplied almost ten times over the past 40 years .i.e The inhabitants of these areas were approximately 150,000 in 1967 and due to the believe that we need so many to fight Israel they breaded like rabbits .Nowadays , when asked , people say we have not fought Israel because they are busy in bringing up them.They became a burden on the economy and in fact the costs to provide services for these highly dense populated areas were at the expense of other areas. If you look at tourism revenues which is generated because of Petra , dead sea ...etc all spent in other areas but not in Petra or Alagwar ...etc . In order to be fair I agree that highly dense areas should have more representations but also government made poor areas which is in fact richest areas because of its income , such as phosphate , potash , tourism ,should have more spending from the government .Look at Petra how its local people live in poverty . Every one in Jordan benefit from tourism revenues except petra people. We need Social Justice and fairness not only in Parliament seats and how distributed but how the budget is spent.Compare standard of living between Muhafadat and you will find out.
